Julie Carter is the Senior Federal Policy Associate at the Medicare Rights Center where she advocates for robust consumer protections and access to affordable, high-quality health care through Medicare and related programs. Her particular interests are system simplification and consumer and caregiver burden reduction. Before joining Medicare Rights, Ms. Carter was a Health and Aging Policy Fellow at the Administration for Community Living where she focused on data in policymaking and on improving standardization of Adult Protective Services. Prior to ACL, Ms. Carter was a fellow with Justice in Aging, where her portfolio centered on person-centered planning, Medicaid Managed Long-Term Services and Supports, and assisted living. Previously, she was vice-president of a manufacturing firm in Appalachian Ohio. Ms. Carter has a BA from the University of Notre Dame in English and History, and a JD from the University of Southern California Gould School of Law. She continues to research Adult Protective Services standardization and currently serves as a member of the Advisory Panel on Outreach and Education for the Centers for Medicare & Medicaid Services.
