Attorney and Irmas Fellow, Justice in Aging

Julie Carter, JD, is an attorney and Irmas Fellow with Justice in Aging, a national non-profit focusing on law and policy as it impacts low-income seniors. Her work centers on long-term services and supports for the elderly and persons with disabilities and working to keep such persons safely in their homes and out of institutional placement whenever possible. Julie has a particular interest in person-centered care and planning and her work has included research into how states are implementing, and consumers are experiencing, new Medicaid person-centered planning and community setting rules. She earned her bachelor’s degree from the University of Notre Dame and, after a long career in business, her law degree from the University of Southern California Gould School of Law.
