
Johntrell Bowles, MPH, is an Aging, Disability, and Health Policy Researcher and Analyst with experience across the private, public, and global sectors. At the Social Security Administration, he applied policy expertise across government agencies, focusing on authorizing and adjudicating disability and other entitlement benefits, primarily within the Supplemental Security Income program. As a healthcare consultant at Mercer, Johntrell worked on complex healthcare systems, including employee health and benefits programs, deepening his understanding of aging and disability policy through cost containment, risk management, and strategic health innovations. His global health experience includes research in Khayelitsha, South Africa, where he secured over $45,000 in grant funding to study the impact of supplemental income on the health and socio-economic mobility of women with chronic diseases. At the Medicaid and CHIP Payment and Access Commission (MACPAC), he contributed to improving timely access to home- and community-based services and updated MACPAC’s inventory of integrated care program evaluations for dual eligibles. His master’s thesis, Subsidized and Forgotten: The Quiet Erosion of the Supplemental Security Income Program in American Social Policy, highlights his commitment to advancing the health & economic security of older adults by reforming income support programs and addressing systemic policy barriers. Johntrell is a member of the National Academy of Social Insurance and a John Robert Lewis Fellow. He holds a BA from the University of Virginia and a Master of Public Health from Yale University.
