Rachel Roiland, PhD, RN is Acting Deputy Division Director, Division of Specialty Payment Models, Patient Care Models Group at the CMS Innovation Center. In this role, she is helping to implement the Center's Specialty Care Strategy. Previously, Rachel was a Clinical Quality Nurse at the Center for Medicare and Medicaid Innovation (CMMI) with the Centers for Medicare and Medicaid Services (CMS), and Assistant Research Director for the Duke-Margolis Center for Health Policy in Washington, DC, where her work focused on understanding the impact of federal and state policy on healthcare payment and delivery models. Prior to work at the Center, Dr. Roiland was a Director at the National Quality Forum, where she led projects related to health quality measurement and improvement. Dr. Roiland spent her year as a Health and Aging Policy Fellow in the Veterans Health Administration's Office of Geriatrics and Extended Care in Washington, DC and worked on issues related to transitional care and performance measurement. Her Fellowship was supported by the National Hartford Centers for Gerontological Nursing Excellence and the Veterans Health Administration's Office of Academic Affairs. She earned her bachelor's, master's, and doctoral degrees in nursing from the University of Wisconsin Madison School of Nursing. Rachel's fellowship with the Health and Aging Policy Fellows program was supported by the National Hartford Centers of Gerontological Nursing Excellence and the Veterans Administration.
